704 KAR 15:100. Test designation for Teacher Loan/Scholarship Program

  •       Section 1. The State Board for Elementary and Secondary Education, for purposes of KRS 164.770, hereby designates the use of tests administered under the American College Testing (ACT) Program to determine the eligibility of applicants for loan/scholarships established by KRS 164.770 and administered by the Kentucky Higher Education Assistance Authority (KHEAA). The specific score to be used for determining eligibility by the KHEAA shall be the ACT composite score. (12 Ky.R. 1708; eff. 5-6-86.)

      NECESSITY, FUNCTION, AND CONFORMITY: KRS 164.770 establishes a loan/scholarship program to attract academically talented students to become teachers in the public schools of the Commonwealth. KRS 164.770 restricts eligibility for this program to students ranking either in the top ten (10) percent of their high school graduating class, or scoring at or above the eighty (80) percentile on a test required for admission to the Commonwealth's public institutions of higher education and designated by the State Board for Elementary and Secondary Education. This administrative regulation adopted by the State Board for Elementary and Secondary Education serves to designate the requisite test as stipulated by the statute.
