NECESSITY, FUNCTION, AND CONFORMITY: KRS Chapter 350 in pertinent part requires the cabinet to adopt administrative regulations pertaining to strip mining. This administrative regulation provides for incorporation by reference of documents relied on by the cabinet in implementing the interim program.
