NECESSITY, FUNCTION, AND CONFORMITY: KRS 224.46-560 requires the Environmental and Public Protection Cabinet to promulgate administrative regulations establishing standards applicable to transporters of hazardous waste regarding recordkeeping and compliance with the manifest system.
